Cover Site Prep & Utilities: The San Diego Owner’s Guide

Site prep and utility work for a Cover unit in San Diego typically runs $8,500–$22,000 installed, depending on trench length, soil conditions, and how far the panel is from the street. We stock the common components on our trucks and can usually have a crew on your site within a few business days of the written estimate. Most owners find out something is wrong when the city inspector flags a utility stub-out that never got properly connected, or when a trencher hits an undocumented line that the previous contractor left buried without marking it.

Which Cover Models This Applies To

Cover builds panelized units that arrive on a steel chassis, which changes how utilities connect compared to a stick-built room. The site work applies to the Cover S, M, and L series we’ve installed across San Diego, from Rancho Peñasquitos to Chula Vista. The key spec is the trench size for your electrical and plumbing stubs: Cover’s shop drawings call for a 24-inch minimum depth on electrical conduit and 18-inch minimum on water lines, with the gas line (if the unit has one) at 18 inches and separated from electrical by at least 12 inches of dirt. If your last contractor cut corners on that separation, the inspector will make you pull the trench and redo it. On the parts side, we match the utility stubs to the unit’s model plate, which sits on the chassis frame near the front corner. Cover uses proprietary weather-sealed connection boots on their under-floor chase, and you want OEM boots rather than aftermarket if the unit is still under warranty. For conduit, PVC Schedule 40 in the specified diameter works fine and we use it on most San Diego jobs because the soil here chews through thin-wall metal in a few years.

Signs Your Cover Site Prep & Utilities Is Failing

  • Low water pressure at the fixture but normal flow at the street meter. This usually means the trench line has a kink from a rock or a partially crushed PEX section. We see it most often in Otay Mesa where the fill is rocky and a contractor didn’t bed the line in sand.
  • Breaker trips when the mini-split or water heater kicks on. Undersized wire or a loose lug in the subpanel. A lot of San Diego jobs get 6-gauge copper run where the Cover electrical schedule calls for 4-gauge on longer pulls. Voltage drop is real when the panel is 80 feet from the house.
  • Water pooling near the unit foundation after rain. The site pad wasn’t graded correctly, or the perforated drain line got crushed during backfill. In Poway and Escondido we see heavier clay soil that holds water and needs a proper drain to daylight or a dry well.
  • Gas smell near the stub-up after the unit has been in place for months. The flexible connector at the chassis may have worked loose from settlement. This is a call-us-immediately situation, not a do-it-yourself check.
  • City notice or stop-work order taped to the unit. That happens when the permit was left open and the final inspection never got called. The utility connections are done, but the record doesn’t reflect it. We close those out routinely.

Replacement Cost & What’s Included

Here’s what we quote on a typical Cover utility repair or replace in San Diego county. These are installed prices, labor and materials together, before city permit fees.

  • Electrical stub and subpanel reconnect (house to unit, under 60 feet): $1,800–$3,200
  • Plumbing line repair or replace (water and sewer, one trench): $2,400–$5,500
  • Full trench redo (electric, water, gas, data, with proper bedding and separation): $7,000–$14,000
  • Grading and drainage correction around the pad: $1,500–$4,800
  • Permit closeout and final inspection coordination: $600–$1,400, depending on the city

The price goes in writing before we start. You see the parts list, the labor hours, and the permit fees as line items. It doesn’t move. Every job we complete carries the Garrison Standard one-year written guarantee on the workmanship. If a connection fails inside that year, we come back and fix it at no charge.

DIY or Call Us?

You can check the visible stubs, look for standing water, and confirm your model plate matches the drawings. That’s useful information and helps you describe the problem when you call. What you shouldn’t do is dig into an active trench line yourself. Gas and electrical are both dangerous to work on without the right tools and training, and a wrong connection can burn down a unit or hurt someone underground. We’ve rebuilt enough botched trench work in San Diego to know the pattern: someone’s cousin with a backhoe, no bedding sand, no separation, failed inspection. Reed Calloway will tell you the same thing on the phone. Call (858) 264-3027 and we’ll send a uniformed, background-checked crew to look at it, put a number on paper, and if it makes sense, get it done right.
