Site Assessment in San Diego, CA
A site assessment is the first real step in any ADU or room addition project. It tells you whether your lot can physically and legally support the structure you want, what it will take to prepare the ground, and what the city will require before you ever sign a build contract. At Fielding ADU San Diego, we perform site assessments for homeowners across San Diego County who are serious about building and want straight answers before spending money on plans that might not work.
A typical site assessment in San Diego runs $350 – $900 depending on lot size, slope, and how deep we need to dig into city records. That fee covers a physical walk of the property, a review of zoning and setback rules for your specific parcel, soil and drainage observations, and a written summary of what we found. If you move forward with us on ADU Design & Permitting in San Diego, we credit the full assessment fee back toward your project.
Reed Calloway leads our San Diego team, and he has walked hundreds of lots from Chula Vista to Oceanside and east through El Cajon and La Mesa. You can reach us directly at (858) 264-3027 to schedule an assessment. A live person answers, day or night.

When You Need Site Assessment
You may not need a full assessment if you are still daydreaming about layouts. But if you are close to committing, here is when a site assessment saves you money and headaches:
- You have a steep or irregular lot. San Diego’s canyon neighborhoods like Mission Hills, University Heights, and parts of La Mesa have significant grade changes. A sloped lot changes foundation costs, drainage requirements, and sometimes whether the city will approve the ADU at all.
- You want a detached ADU in the backyard. Setback rules vary by zoning district. In many San Diego neighborhoods, a detached ADU must sit at least 4 feet from the rear and side property lines, but older lots with non-conforming dimensions often need a setback variance. We check this before you pay for drawings.
- Your property is in a coastal zone or historic district. Coastal Commission jurisdiction and historical review boards add layers of approval that a standard lot does not face. Homes in Ocean Beach, Point Loma, and parts of Coronado fall under these rules. An assessment identifies the extra steps early.
- You are converting a garage. Existing garage slabs are not always structurally sound enough to build on. We check slab thickness, foundation condition, and whether the existing structure meets current code before recommending a conversion versus a tear-down.
- You have already been told no by another contractor or the city. A previous denial does not mean the project is dead. It often means the application was incomplete or the wrong build method was proposed. Our assessment identifies what went wrong and whether a different approach changes the answer.
- You are weighing prefab versus conventional construction. Different build methods have different site requirements. A Boxabl unit needs different site prep than a stick-built ADU with James Hardie siding. We assess your lot against the build method you are actually considering.
Our Site Assessment Process
We keep the process straightforward. You will know exactly what is happening at each step and what it costs before we begin.
- Initial phone call. You call (858) 264-3027. We ask about your property address, what you want to build, and whether you have a survey or any existing plans. We give you the assessment fee in writing before we schedule anything.
- Parcel research. Before we set foot on your property, we pull the zoning designation, lot dimensions, recorded easements, flood zone status, and any historical or coastal overlays from city and county records. This tells us what rules apply to your specific parcel, not just your neighborhood.
- On-site walk. Reed or a senior team member walks the property with you. We look at grade, drainage patterns, existing structures, access for equipment, utility locations, tree placement, and soil conditions visible at the surface. We take measurements and photographs for the record.
- Utility and infrastructure check. We identify where sewer, water, gas, and electrical connections are located and assess whether they can support the added load of an ADU. Upgrades to a sewer lateral or electrical panel often add cost that no one mentions until the project is underway. We mention it in the assessment.
- Written summary. Within five business days, you receive a written report covering zoning compliance, setback requirements, likely permit path, build method recommendations, and a range of project costs for your specific lot. No verbal-only findings. Everything in writing.
- Next-step recommendation. The report ends with a clear recommendation: proceed to full design plans, adjust scope, or do not build. If we recommend against building on your lot, we tell you plainly and we do not charge you to design something that will not get permitted.

Site Assessment Pricing in San Diego
Here is what you can expect to pay for a site assessment with Fielding ADU San Diego, based on the scope of work involved:
| Assessment Scope | Typical Fee | What It Includes |
|---|---|---|
| Basic parcel review | $350 – $500 | Zoning check, setback review, written summary, phone consultation |
| Standard on-site assessment | $500 – $750 | Full property walk, utility review, drainage observation, written report, recommendation |
| Complex lot assessment | $750 – $900 | Steep grade evaluation, coastal or historic overlay review, soil observations, build-method comparison, extended report |
What moves the price up or down:
- Lot size and terrain. A flat 5,000-square-foot lot in Clairemont takes less time to assess than a canyon lot in Mount Helix or a hillside parcel in Rancho Peñasquitos.
- Regulatory complexity. Coastal zone properties, historic districts, and land within the City of San Diego’s Environmentally Sensitive Lands overlay require more record review and more careful on-site evaluation.
- Scope of build. A simple garage conversion needs a narrower assessment than a detached two-story ADU with a new foundation and separate utility connections.
- Travel distance. Most of our work is within 30 miles of central San Diego. If you are in Fallbrook, Ramona, or Jamul, a small travel adjustment applies. We will tell you upfront, in writing, before you commit.
Every site assessment is credited in full toward your ADU or addition project if you hire us for the build. So if you are serious about building, the assessment effectively costs you nothing. And if you decide not to build, you have paid for an honest answer instead of an expensive guess.
FAQs – Site Assessment
How long does a site assessment take in San Diego?
Most on-site assessments take 60 to 90 minutes on your property, with the full written report delivered within five business days. The record research before the visit typically takes one to two business days. So from first call to written report, you are looking at about one week for most San Diego properties. Call (858) 264-3027 to get on the schedule.
Do I need a site assessment before designing an ADU?
Not always, but skipping it is how homeowners end up paying for plans that get rejected at the permit counter. If your lot is flat, standard-sized, and outside any overlay district, you can sometimes move straight to design. If you have any slope, non-standard dimensions, or a coastal or historic designation, get the assessment first. It is cheaper than redesigning after a denial. We will tell you honestly during your first call whether we think you need the full assessment or can skip straight to the ADU Design & Permitting phase.
What does a site assessment tell me that I cannot find out myself online?
Online parcel lookups give you zoning and basic lot dimensions, but they do not tell you how drainage actually flows across your property, whether the existing garage slab is structurally viable for a conversion, how equipment access will work on your specific street, or what your neighbors’ builds required. We have walked hundreds of San Diego lots and we know what the city will flag on yours before you spend money on drawings. One recent assessment in the College Area saved a homeowner a five-figure redesign by identifying a sewer lateral issue that no online search would have shown.
Will the city of San Diego require a soil report for my ADU?
For most single-story ADUs on stable, flat ground, no soils report is required. For hillside lots, lots in liquefaction zones, or two-story units with significant foundation loads, the city will typically require a geotechnical report. Our assessment identifies when a soils report is likely and factors that cost and timeline into the written summary so there are no surprises at permit submittal. Estimates are free. Call (858) 264-3027 and we will talk through your lot before you pay for anything.
